Dorchester County Council adopted Ordinance #05-03 on January 10, 2005, creating the Dorchester County Sales Tax Transportation Authority (DCTA), also known as the One-Cent or Penny Sales Tax Transportation Authority. The Authority’s membership was increased from seven to nine upon the adoption of Ordinance #11-07, on March 21, 2011. Each member of Council has one appointment to the Board, subject to the approval of a majority of Council. There is no requirement that an appointee be a resident of the Council District of the Council member making the appointment. The remaining two members of the Authority are appointed by a majority vote of Council.

The DCTA meets at 7 p.m. on the second Monday of each month except in November and August when the meetings are held on the second Tuesday. Meetings are held in Council Chambers, 500 N. Main St. (use Cedar St. entrance), Summerville. For more information, visit www.dorchesterroadstax.org.
